Innovative toolbox for police forces

PACTESUR2 proposes the financing of tools and equipments for securing public spaces dedicated to improving the skills of Municipal Police and the quality and level of cooperation between public and private security actors.

The 3 tools and equipments will be implemented in 3 pilot cities.

The 3 pilot cities

Nice

Torino

Liège

Nice (France)

Creation of a training space at the heart of the Beltrame Center

The Arnaud Beltrame training center, previously called “the Russian Battery”, is a former military fort that the city of Nice acquired and equipped for training and exercises in real situations. Used by the various local police forces as well as by the departmental fire and rescue services, this site has multiple training areas including the Urban Roads Zone financed by the ISF fund as part of the PACTESUR project which reconstructs an Urban Zone and allows simulation exercises to be carried out in near-real situations.

To complete the training area and to enable the organization of briefings or simulations in closed places, PACTESUR2 will finance the development of 2 rooms dedicated to qualifying training (approval obtained from the AFPA- national agency for the adult vocational training) in the heart of the Urban Roads Zone and the necessary additional sanitary equipment.

The visual integrity of the site will not be modified. This new equipment will give rise to exercises scheduled at the Nice Police Academy.

Acquisition of a shooting simulator

The shooting simulator will include 5 screens and will offer 300° immersion training. It will make it possible to train up to 4 people together in the face of a scenario to implement teamwork techniques. The evolving scenarios will be piloted by an operator according to the reaction of the trained agents. The simulator has to be used with dummy weapons and will also be used by private security forces (adaptable scenarios).

Torino (Italia)

The city of Torino will conceive virtual training through 3D scenarios.
This will consist of further realization and implementation of the 3D scenarios already developed within PACTESUR starting from the immersive 360° videos already made accessible with common “mobile” virtual reality viewers such as Oculus Quest2. It includes the realization and implementation of a complete virtual training module with the creation of 3D scenarios taking into account the psychological dimension and the characterization of the reactions of the characters (movements, different action capacities).

Liège (Belgique)

Securing the oil port of Liège Wandre.

The city of Liège has various critical infrastructures likely to be the target of a terrorist threat with serious consequences. As part of PACTESUR2, the city of Liège plans to work on one of them, as a laboratory for the others: the oil port of Liège Wandre that is part of the autonomous port of Liège. This is a very sensitive site, occupied by various Seveso-classified private companies as well as part of the federal strategic fuel depot reserve. These companies ensure internal security according to the standards laid down by the Ministry of the Interior.

At the police level, a specific emergency and intervention plan exists for each of them, but no global plan. The co-construction of this global plan, in partnership with these companies, is one of the objectives that the city of Liège wants to achieve within the framework of PACTESUR2. This emergency and intervention plan should make it possible to better coordinate the actions of the public and private security forces on this site. The second objective is the development of training for first responders on a site that requires specific equipment and materials, including exercises. The last objective is to ensure the physical protection of these first responders.
