As part of the PACTESUR2 project, 4 moments of exchange are planned during which police officers from partner cities observe and participate in securing a major tourist event in a host city. This exchange will give rise to an observation report for the European Commission and also constitutes a strong symbol of cooperation between European local police forces.
The first exchange took place in Nice for Carnival from February 22 to 26, 2024. Participants from the cities of Madrid, Riga, Turin, Vilnius and Gdansk came in uniform to participate in securing 4 public events: Battle of flowers, Parade night, Carnival parade, Lou Queernaval.
The participants were welcomed by Anthony BORRE, First Deputy Mayor during a solemn presentation of medals.
They discovered the Urban Supervision Center of the city of Nice, its event security service and the security strategy for the Nice Carnival.

They also had the opportunity to test the new Carnival security gates in the presence of the Mayor of Nice, Christian ESTROSI.
