Workpackages
PACTESUR2 is built on 6 work packages:
- WP1: Coordination of the partnership
- WP2: Organization of Police Academies
- WP3: Additional police exchanges during international events and summertime
- WP4: Public-private cooperation
- WP5: Innovative toolbox for the project
- WP6: Communication and Dissemination
WP1 – Coordination of the partnership
This will include the recruitment of 2 partner cities from Eastern Europe and 10 associated follower cities.
At the beginning of the project, the consortium will launch a call for expression of interest in order to associate two cities of Eastern Europe to this project (participation to the police academies in the same format as the cities belonging to the consortium, participation to the police officers exchanges during the international events and to the other events).
At the beginning, PACTESUR2 will also offer participation in the police academies training and all the other events, for a group of 10 associated cities belonging to the EU Member States. The associated cities list will be set up after a call for expression of interest.
Finally, PACTESUR2 will gather 16 European cities representing the diversity of the European cities.
WP2 – Organization of Police Academies
PACTESUR2 will propose the organization of 3 Police academies on the same format: a 3-day academy organized in one of the consortium cities (Nice, Madrid and Turin). It will focus on topical issues but also on the responses that different local security actors (local police, security agencies, rescue teams, hospital services, civil protection teams and others) can give in case of an attack in public spaces. Partner cities will propose different kinds of training built on the basis of their local strengths, including classes, joint exercises, simulations, site visits, networking activities and exchange of good practices.
WP3 – Additional police exchanges during international events
![]()
Partner cities intend to share concrete experience during international city events. This activity implies the involvement of local police representatives of 3 partner cities that will spend a full week working side-by-side with the team in charge of the organization and management of the security during the chosen event.
The police officers participating to the training will then report their experience to their own city.
WP4 – Public-private cooperation
Workshops with all the relevant stakeholders, working groups with European experts and work meetings (online and in person) will be organized by the partners in order to complete a set of recommendations dedicated to the cities and the European Commission to enhance public-private cooperation regarding the protection of public places.
WP5 – Innovative toolbox for the project
This involves the creation of a training area in the city of Nice, the acquisition of an innovative shooting simulator, the realization of virtual training through 3D scenarios and the implementation of innovative tools to improve the securing of the oil port of Liège Wandre.
WP6 – Communication and Dissemination
![]()
PACTESUR2 will raise awareness within public European authorities, city’s private actors and their citizens on the need to improve the protection of our public spaces by enhancing the development and implementation of good practices at local level, by enhancing public-private cooperation and by the necessity of working together, in trust, to promote citizens’ awareness of their involvement and their role in securing public spaces as co-producers of security. All partners will participate to seminars and other relevant projects events to disseminate the project.
The Efus will be in charge of the main aspects of communication and dissemination of the project towards the European institutions and other networks (such as the European Organization for Security (EOS), Eurocities, Metropolis, Strong cities, 100 Resilient cities …). As urban security in the context of terrorism is a global challenge, this communication campaign will also aim to involve cities beyond those from the associated list, reaching municipalities outside the EU, from South and Central America, Senegal, South-Africa and Ivory Coast which have developed strong collaborative ties with Efus. Efus will also make the connections with the Municipal Police group of the French Forum of Urban security (FFSU).
ANCI Piemonte is the regional section of the National Association of Italian Municipalities. It represents, as associates, nearly 80% of all the Municipalities of the Piemonte region (about 950). In execution of the constitutional provisions, the Association represents the rights and pursues the interests of the local government bodies, promoting and supporting various initiatives. ANCI Piemonte also provides specialized training to local administrators and public employees. The association plays a central role in promoting cooperation with different actors, at local and national level. With its representatives, it participates to many regional and national working groups where local interests are advocated and local policies developed.
ANCI Piemonte intends to exploit PACTESUR2 results by linking them with relevant existing networks, in particular at European level: the Confederation of Towns and Municipalities of Europe (CTME, that represents the interests of the citizens of small towns and municipalities in the EU) and Eurocities. Moreover, ANCI Piemonte facilitates the appropriation of project results by smaller municipalities of the Piemonte region, which would otherwise not have the administrative capacity to directly benefit from EU projects. Being accompanied by their neighboring City of Torino, these municipalities add a dimension of intra-regional knowledge transfer to the project.
